Paul Rudolf is a physician and lawyer who is widely recognized for his ability to assist clients in navigating the Medicare regulatory environment. His extensive experience includes time as a Medicare Part A/B Contractor (MAC) Medical Director (CMD), developing hospital, physician, and clinical laboratory payment policies at the Centers for Medicare & Medicaid Services (CMS), and developing policies in the Office of the Commissioner at the Food & Drug Administration (FDA).
While at CMS, he represented CMS at the Current Procedural Terminology (CPT) Editorial Panel and the AMA/Specialty Society Relative Value Update Committee (RUC).
After leaving the government, he spent a little over two years at Avalere and Arent Fox, LLP before landing at Arnold & Porter, LLP in July 2008 where he spent almost 15 years advising a wide range of clients on Medicare coding, coverage, and reimbursement issues, fraud and abuse, and developing and implementing compliance programs as well as defending clients in false claims act litigation.
He represents a wide range of providers including physician practices, clinical labs, independent diagnostic testing facilities (IDTFs), and durable medical equipment (DME) suppliers. He also represents a number of medical specialty societies including the American Academy of Neurology (AAN), the American Geriatrics Society (AGS), and the Society of Nuclear Medicine & Molecular Imaging (SNMMI).
He also represents a large number of medical device manufacturers ranging from angel or venture-funded start-ups to multibillion-dollar companies with many commercialized products across many product lines. He advises on coverage, coding, and reimbursement for these clients as well as compliance with the antikickback statute.
Dr. Rudolf graduated from Yale College with a B. A. in philosophy; from the University of Florida Medical School with an M. D.; and from the George Washington University School of Law with his J. D.
Dr. Rudolf is board certified in internal medicine and endocrinology and practiced full-time for over 10 years and was a clinical professor at George Washington University Medical School before becoming a MAC CMD. He subsequently joined CMS where he led policy development for the physician fee schedule and the hospital outpatient prospective payment system and became recognized for his in-depth knowledge and experience with Medicare payment policy.
After leaving CMS he joined the FDA where he led policy development on counterfeit drugs and radiofrequency identification technology
Dr. Rudolf has received numerous awards for leadership and performance from the Administrator of CMS and the Commissioner of the FDA.
